PURPOSE

Under general guidance of Head of Tangier Business Center, The Employee Relations & Contractors Manager represents the company in the dialogs with the various employee representative bodies and plays a key role in ensuring labour stability.

The holder of this position leads the section of employee relations and provides advice & guidance to senior management on effective practices in employee relations to maintain and improve engagement & social climate.

The holder of this position is responsible for creating & administrating policies and procedures for employee relations in line with ER and HR strategies. Negotiates agreements, conducts claim hearing sessions, and animates the bodies representing staff in compliance with the legislation and with alignment and satisfaction of internal and external stakeholders, respecting Company working environment objectives.

The incumbent is also responsible for providing control of the service contracted which the company needs. Defines social indicators and ensure a stable social climate for internal and external levels. Coordinate the management of subcontracting contracts between internal stakeholders. Support the procurement manager in the implementation of contracts to ensure compliance with local labour legislation and internal regulations in terms of labour relations. Monitor labour relations of subcontracting, including negotiation, implementation and monitoring of Labour relations management tools against defined objectives and overall strategy of the company.

PRINCIPAL ACCOUNTABILITIES

Support / advice company’s management

  • Consolidate and execute TBC engagement initiatives in alignment with HoF and under supervision of LT.

Provide day-to-day direction for employee relations related issues.

Respond to senior leadership various interrogations regarding social relationships and provide upstream advice related to the development projects of the company.

Keep company’s management informed on various quantitative and qualitative indicators to monitor engagement & social climate and anticipate the risks of potential crisis. Policy, procedure and Social projects

Monitor relevant changes in the labor law related either to the national legislative framework or a collective agreement that may impact the business. ➢ Engage with senior management and the human resources department to enroll social relations in the general strategy.

Develops and implements employee relations policy and related procedures. ➢ Program different annual due dates with the representative bodies (works council, hygiene and safety committee, COS, Negotiating Committee) and ensure their management while complying with relevant legal requirements, Group’s policies and internal regulations. Relations and negotiations with social partners

Inform the various representative bodies of regulatory development projects of the company

Define a strategy for communication and dialog to facilitate the acceptance of change by the social partners and employees

Ensure proper implementation of agreements and communicate the workflow updates to social partners.

Maintain social dialogue Employee Relationship

Point of contact and manage Labor Inspection (and other relevant authorities) on individual & collective judicial conflict cases while ensuring consultation and update with management, HR and concerned HoF.

Responsible for the execution and follow up of all disciplinary procedures i.e disciplinary actions in full compliance with the labor code. ➢ Supports termination process and employee talks following existing global & local policies and after review with HR and management.

Ensure active listening to staff claims and plan corrective actions in a timely manner in close consultation with Department Heads.

Ensure liaison with Employee delegates for individual claims.

Ensure liaison with Company doctor for all necessary admin support

Ensure liaison with CHS and CE for all necessary Admin support Contractors ➢ Pilot implementation of an integrated contracting process

Provide guidance and leadership for the admin follow up and the legal compliance management of subcontractors.

Assess the risks of the use of outsourcing

Participate in the evaluation of the need for outsourcing

Participate and engage in the elaboration of the service contract in a sense that ensure labor legal compliance, minimize social risk and sustain service continuity.

Define the contract content and implementation modalities in terms of labor relations.

Follow the subcontractor’s social climate on a specified frequency to identify problem areas.

Meeting with the contractors on a regular basis to review progress, discuss problems and consider necessary changes.

Ensure the impact of any changes on the social climate (internal and subcontracting)

Analyze and evaluate the results of social indicators and propose action plans

Oversee / manage contracts terms negotiations with service providers

Specifically, responsible for managing canteen & employees’ transportation services in compliance with HSSE and labor legal requirements. General accountabilities
