Individual Consultant – Partnerships, UNICEF Morocco, 6 months
BACKGROUND AND JUSTIFICATION
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries.
UNICEF in Morocco is in the third year of implementing its 2023-2027 Country Programme Document (CPD), which is an agreement of cooperation between UNICEF and the Government of Morocco. The CPD outlines result areas in education and adolescent development, health and nutrition, child protection and social inclusion. Cross-cutting themes of critical importance include a focus on social behavior change and community engagement, attention to gender, and communications and advocacy. UNICEF works hand-in-hand with Government at national and decentralized levels as well as with a wide range of partners including NGOs to support change at scale that is informed by evidence across programmes and policies impacting children across Morocco.
The Country Office has developed a Resource Mobilization Strategy to accompany its CPD and is amending this to reflect a changing landscape and evolving priorities. This includes protecting and strengthening current commitments from the public sector while steadily nurturing and expanding a private sector engagement strategy. The Consultant is expected to further this work over the next six months.
SCOPE OF THE WORK (WORK ASSIGNMENT)
The purpose of this Consultancy is to deepen collaboration with public and private sector partners and to facilitate scanning of the environment, knowledge exchange, partnership management and resource mobilization.

The Consultancy will be over a period of 6 months. The Consultant and the Supervisor will agree on monthly work plans derived from the tasks above that will evolve based on the priorities of each month.

Duration and Payment Schedule
The duration of the consultancy is six months, full-time, remotely, starting in mid-September 2025, according to UNICEF staff schedules.
Monthly payments will be based on the submission of monthly reports and the completion of planned objectives and tasks at the beginning of each month.
SUPERVISION
The consultant will be supervised by the Representative and will be closely with members of the Country Management Team.

This call is open to international individual consultants. The consultant will be recruited based on a service contract signed with the UNICEF Morocco.

Will be systematically eliminated at the end of the technical evaluation phase all the offers having obtained a technical score lower than the minimum technical score of 70 points.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and / or duties, in accordance with local or other applicable laws.
